Update on "pencil Sharpener"

 I had a pic of this on a previous post...

and thought it was part of a pencil sharpener.

I have been informed it is actually a

 contractible clothesline holder.

I suppose it was screwed onto a building, 

and the line was wound around on inside rod,

and handle used to wind it in or out.

It's even more cool now that I know what it is!
